A dog leaving Uruguay must be microchipped and registered with the Instituto Nacional de Bienestar Animal; the chip is linked to its international health certificate.

Bring the originals and photocopies, plus any supporting documents (vaccination certificate, antibody test).

Applies when: you travel to Argentina, Brazil or Paraguay
For travel within Mercosur (Argentina, Brazil, Paraguay), the pet certificate has been issued only digitally, through the VUCE platform, by an accredited private vet since 4 January 2025. It is valid for 60 days from issue, for several trips in and out of the bloc: keep copies once it is signed.
Details and the official words
MGAP's page says in general that the exit certificate is issued within the 10 days before the trip; the destination's own timing applies too. Ask your accredited vet.
“A partir del 04/01/2025 los Certificados de Mascotas para viaje dentro del MERCOSUR se realizan exclusivamente de forma digital a través de la Plataforma VUCE.”
“Esto se realiza a través de un veterinario de libre ejercicio habilitado (ver listado al final de la página).”
“Para Mercosur, los Certificados Veterinarios Internacionales tienen una vigencia de SESENTA (60) días a partir de su emisión, para poder entrar y salir varias veces desde y hasta países del bloque.”

For a dog; choose Cat above for cats. For a cat. Grouped by the time for a pet with nothing done yet. “Already vaccinated”: microchipped, with a rabies vaccination still valid. Only the official waiting periods are counted: “No official wait” still means vet visits and paperwork, and appointment times come on top. Hover over a time to see the rule that sets it.

Notes
Good to know
- The destination country sets the health requirements and how long the certificate is valid (in calendar days). Check them with your accredited vet and plan the certificate around your travel date.
- If your pet entered Uruguay with a certificate and leaves within the validity stated on it, you can use that same certificate. If it has expired, or states no validity, ask MGAP for a new official certificate.

Questions owners ask
What do I need to take my dog or cat out of Uruguay?
On the Uruguay side: dogs: microchip registered with the national animal welfare institute (INBA), health certificate from an MGAP-accredited private vet, MGAP international veterinary certificate (CVI), within 10 days before travel and mercosur: digital certificate through VUCE from an accredited vet. The destination’s own requirements come on top; the route pages combine both.
How early should I start when leaving Uruguay?
It depends on where you go. For a dog with nothing done yet, the official waiting periods allow Bahrain, Canada and Costa Rica in no official wait, and Japan in about 7 months. Vet and appointment times come on top.
How this page is made
The explanations are ours, in plain English. Every rule, number and quote about a country comes from a rule file we have checked word for word against the government’s own page, and it changes when that page changes. Rules are summarised, not legal advice: confirm with the authority and your vet before you travel. How we verify · Report a mistake
