Pet travel route

Dog or cat from Australia to Oman: official requirements

Possible. With nothing done yet, start at least about 4 months ahead for a dog. The main steps: microchip, recorded on the vaccination record, rabies vaccination after 12 weeks of age and rabies vaccination less than 12 months old on arrival and 5 more.

Rules checked up to 12 October 2026From 2 official pages

In short

Limited official guidance. The authority for entering Oman publishes little for this route. Everything it does say is here, with its wording. Oman's official page for the import permit lists the conditions and documents, but it doesn't say how recent the health certificate must be, how long the permit is valid, what antibody level the blood test must reach or whether a pet can be quarantined. Ask the Veterinary Quarantine Department when you apply for the permit.

At a glance

How early to start (dogs)

about 4 months

whether or not your pet is already microchipped and vaccinated

Set by: Rabies blood test (RNATT or FAVN) 21 to 30 days after the last rabies shot (the result must be at least 3 months old at export; Oman counts from the date the lab issues the result, so we add 14 days for the lab to report (not an official figure))

The least time the official waiting periods allow. Vet, lab and paperwork appointments come on top.

What your pet needs

In the order you do them. Each step says whether Australia (leaving) or Oman (entering) asks for it.

Dogs

  1. Get ready

    1. Age ruleEntering Oman

      Older than four months

Your pet must be more than four months old when it is imported.

      Details and the official words
    2. IdentificationEntering Oman

Microchip, recorded on the vaccination record

Your pet needs an electronic microchip, and its number must be on the vaccination record you send with the permit application.

      Details and the official words
    3. VaccinationEntering Oman

Rabies vaccination after 12 weeks of age

Your pet must be vaccinated against rabies after it is 12 weeks old. Its vaccination record must go back to its birth and carry its photo and microchip number.

      Details and the official words

“The pet (dogs and cats) must be immunized against rabies after completing 12 weeks of age, and no more than 12 months have passed since the date of its immunization when imported.”

“A record of the pet's immunizations, from the date of its birth.”

“Photo of the pet on the immunization record.”

    4. VaccinationEntering Oman

Rabies vaccination less than 12 months old on arrival

No more than 12 months may have passed since your pet's rabies vaccination when it is imported. If its last shot will be older than that on arrival day, give a booster, and then do the blood test again 21 to 30 days later (see below).

      Details and the official words

Add the date of your pet's most recent rabies shot to check this. The page doesn't say whether a 3-year vaccine counts for longer: we apply the 12 months to the most recent shot.

“The pet (dogs and cats) must be immunized against rabies after completing 12 weeks of age, and no more than 12 months have passed since the date of its immunization when imported.”

    5. Blood testEntering Oman

Rabies blood test (RNATT or FAVN) 21 to 30 days after the last rabies shot

Have a blood sample taken 21 to 30 days after your pet's most recent rabies vaccination and tested (RNATT or FAVN) at an accredited laboratory. Oman counts from the date the result is issued: it must be at least 3 months and not more than 12 months old when your pet leaves. The page doesn't give the pass level; 0.5 IU/ml is the usual international standard, so confirm it with the Veterinary Quarantine Department.

      Details and the official words

A new rabies booster means a new blood test 21 to 30 days later, and a new 3-month wait from its result.

“To draw a blood sample to calibrate the immune bodies 21-30 days after the last rabies immunization (RNATT or FAVN).”

“The period from the date of issuance of the results of the RNATT or FAVN should not be less than three months, and not more than 12 months when exporting the pet.”

“Blood test to calibrate rabies antibodies, from an accredited laboratory.”

    6. PermitEntering Oman

Veterinary import permit through the Bayan customs system

Before your pet arrives, apply for the veterinary import permit through the customs Bayan system (OMR 20), attaching the vaccination record from birth with your pet's photo and microchip number, and the blood test result. Permits are approved within two hours, during working hours, seven days a week. The page doesn't say how long the permit is valid, so apply once the blood test result is ready and before you leave.

      Details and the official words
  2. In the days before you travel

    1. Vet examLeaving Australia

Final health and welfare exam with your registered vet

Your registered vet examines your pet and you both sign the pre-export veterinary health and welfare declaration. It must be within 72 hours of departure (or the period the importing country sets), and before your DAFF appointment.

      Details and the official words

If the importing country sets a shorter or longer period, that period applies instead; check its requirements.

“This must be within 72 hours of departure, or a period set by the importing country.”

    2. PaperworkAustralia and Oman

Government veterinary health certificate from the exporting country

Your pet travels with a government veterinary health certificate from the country it is exported from. The page doesn't say how recent it must be: ask the Veterinary Quarantine Department.

      Details and the official words

DAFF pre-export appointment: export permit and health certificate: At your pre-export appointment with DAFF's certifying veterinary officer (a pet transport company can go for you; some countries need DAFF to see your pet, in which case you bring it), DAFF checks all your documents and issues the export permit and health certificate. You pay at or before the appointment. Your pet must then leave Australia within 72 hours of the permit being issued.

“A government veterinary health certificate from the country of export.”

“This appointment must be before your appointment with our certifying veterinary officer.”

“Your animal must be exported from Australia within 72 hours after the permit is issued. This is a condition of the export permit.”

“Your export permit and health certificate will be issued when we are satisfied the:”

    3. NoticeLeaving Australia

Submit a Notice of Intention (NOI) to Export

Complete the NOI to Export Live Animals (other than Livestock) form with your supporting documents and email it to DAFF's regional office in your state or territory, at least 10 working days before departure (or before any pre-export isolation starts). Use the same form to book your pre-export appointment, and book the final vet exam at the same time. If the destination needs an import permit, send it with the NOI.

      Details and the official words

If your destination requires pre-export isolation, the 10 working days run to the start of isolation, not to departure. Check the importing country's requirements for the isolation dates.

NOI approval doesn't guarantee DAFF will issue the export permit and health certificate.

“Email the NOI and documents to the regional office in the state or territory of departure. Do this at least 10 working days before the departure date or start of isolation.”

  3. Travel day and arrival

    1. On arrivalEntering Oman

      Show the documents on arrival

At the port of arrival (land, sea, or air as cargo or with passengers), show the import permit, the health certificate, the passport or vaccination record and the laboratory's blood test certificate. Release works around the clock: your pet is released within two hours of being presented for inspection.

      Details and the official words

“Upon arrival at the port (land - sea - air cargo / passengers):”

“A certificate from an accredited laboratory for the calibration of rabies immunoglobulins.”

“the release of the shipment submitted shall be within two hours of submitting the goods for the inspection of the relevant authority.”

  • Banned in Oman (Resolution 222/2019): Pit Bull, Staffordshire Terrier, American Bully, Mastiff, Fila Brasileiro, Dogo Argentino, Japanese Tosa, Rottweiler, Doberman Pinscher, Presa Canario, Boxer, Boerboel, Caucasian Shepherd Dog, Anatolian Karabash and Great Dane, and any mix of these breeds.
  • DAFF says each country has its own health requirements, which can be complex and can change without notice. Get the importing country's requirements in writing (and an import permit if it needs one) and give them to your registered vet.
  • Planning to bring your pet back to Australia? Contact DAFF's imports team before you export. Within 6 months of export, extra pre-export requirements may apply, and some animals can't be imported or returned under any circumstances.
  • Your pet's crate must meet IATA standards, and your registered vet must inspect it before it is used. Some countries (including Fiji and Singapore) require the crate to be sealed; DAFF provides the seal.
  • DAFF charges a fee to assess the Notice of Intention, a time-based fee to prepare the health certificate and a fee for the export permit. We don't show these amounts yet; see DAFF's charging guidelines.
