Dog or cat from China to Kuwait: official requirements

The only detailed requirements we could read are in PAAF's health certificate for pets from the United States, so we can't tell you what applies from other countries. Limited official guidance. The authority for leaving China publishes little for this route. Everything it does say is here, with its wording. This is Shanghai Customs' procedure, as published on the Shanghai government's English portal (guide of September 2025 and answers from 2026). China's customs sites block automated readers and the national online service needs a login, so we could not read customs' own national guidance. Other cities' customs offices may use other inspection sites, documents and lead times, and the 10–14 and 7–10 day timings are Shanghai Customs' recommendations, not fixed rules. Check with the customs office where you live (hotline 12360) before you travel.

Kuwait's Public Authority for Agriculture Affairs and Fish Resources (PAAF) has no page we could reach. These rules come from PAAF's own model health certificate for pets from the United States (October 2026, published by the US Department of Agriculture), the US Department of Agriculture's page for Kuwait, and the Kuwaiti embassy in Japan's answer about PAAF's import permit, so we only cover trips from the US. None of them says how long before travel the health certificate may be issued, whether a microchip is compulsory, or the minimum age, and the permit's application steps and fee aren't published. Contact PAAF (info@paaf.gov.kw) before you travel.
