  1. Get ready

    1. IdentificationLeaving Costa Rica

ISO microchip (15 digits), declared on the certificate

SENASA's resolution of January 2025 makes individual identification with a 15-digit ISO microchip compulsory for dogs and cats imported, exported or in transit, with the number declared on the health certificate.

The official wording is ambiguous. Confirm this point with the authority.

      Details and the official words

The resolution takes effect six months after its publication in the official gazette La Gaceta, which we couldn't date. We show the microchip to be safe: ask SENASA if your pet has none.

“Se ordena como medida sanitaria implementar un sistema de identificación y rastreabilidad individual obligatorio para la importación, exportación o tránsito por el país para los animales de compañía (perros y gatos)”

“El código de identificación asignado al animal debe declararse en el certificado sanitario correspondiente.”

“Rige seis meses posteriores a su publicación en el Diario Oficial La Gaceta.”

    2. VaccinationEntering Panama

Rabies vaccination from 3 months old, at least 30 days before the trip

Your pet is vaccinated against rabies from 3 months of age, at least 30 days before the trip for a young animal; for an adult the vaccination must be within its validity. The vaccination card shows the dates, brand, batch and expiry.

      Details and the official words

The page ties the 30 days to young animals ('cachorros'). We also apply it to an adult's first vaccination, to be safe: ask MIDA if your adult pet's first rabies vaccination was less than 30 days before the trip.

“La vacuna antirrábica para caninos, felinos y hurones ha sido aplicada a partir de los tres (3) meses de edad y con treinta (30) días previos al viaje (cachorros). Y en los animales adultos las vacunas estén dentro del periodo de vigencia.”

“Indicar las fechas de vacunación, marca, lote y fecha de expiración en su cartilla de vacunación.”

    3. VaccinationEntering Panama

Dogs: distemper, hepatitis, leptospirosis and parvovirus vaccinations

    2. PaperworkCosta Rica and Panama

Official export health certificate, apostilled, at most 30 days old

The health authority of the country your pet comes from issues an official export health certificate stating that the pet was examined and is in good health. It must be legalised with an apostille (or by a Panamanian consulate) and be no more than 30 days old.

      Details and the official words

Export certificate from a private vet, signed by SENASA: An authorised private vet examines your pet, checks it meets the destination's requirements and issues the national export certificate (on the Costa Rican veterinary college's form). Take it to SENASA with your pet's vaccination card, any document the destination asks for (if it has its own certificate model, you need both) and proof of payment (tariff code C.16, ₡17,322 in 2026). SENASA's official vet reviews the certificates and signs them; once signed, your pet can leave. Certificates that don't need SENASA to authenticate the vet's signature can be signed at any SENASA office.

For Panama, present the export certificate at SENASA's central office for review and signature; SENASA then sends it to the Ministry of Foreign Affairs and Worship for the apostille Panama requires. SENASA gives no processing time: allow for it.

      Details and the official words

“Si viaja con una mascota hacia Panamá, el usuario debe presentar el certificado de exportación para revisión y firma en oficina central del SENASA, para que envíe el certificado al Ministerio de Relaciones Exteriores y Culto para el apostillado.”

Good to know

  • If strict home quarantine is required, MINSA charges 130 balboas (US dollars) instead of 40. The 2026 pages don't say when it is required or for how long (an older MINSA form from 2013 said 40 days). Ask MINSA (cam@minsa.gob.pa) when you send your advance notice.
  • If any requirement isn't met, your pet will be held and/or sent back by the airline it arrived on.
  • Your pet must not have fresh or healing wounds.
  • All fees at Tocumen are paid in cash (balboas, at par with US dollars). MIDA's office is open 24 hours; MINSA's zoonosis office is open every day from 7 am to 10 pm.
  • SENASA lets your pet leave only if it meets the destination's requirements, which differ from country to country: look them up well in advance. Airlines and transport companies set their own rules too.
