Pet travel route
Dog or cat from Israel to the Philippines: the rules
Possible. With nothing done yet, start at least 4 weeks ahead. The main steps: microchip (the number is part of the SPSIC application), rabies vaccination by a licensed vet, at 12 weeks or older and SPS Import Clearance (SPSIC) from BAI, applied for online and 3 more.
Rules checked up to 13 October 2026From 10 official pages
In short
- On this route: import permit needed and parasite treatment before travel.
- No rabies blood test or quarantine on this route for a pet that meets the rules.
Limited official guidance. The authority for leaving Israel publishes little for this route. Everything it does say is here, with its wording. Israel's Veterinary Services publish the export procedure on a gov.il service page (last updated June 2025), read from a stored copy because gov.il blocks automated readers. It says that the international health certificate must be signed by the Veterinary Services before your pet leaves and that your private vet applies online through the 'Ye'ela' system. The page's details by destination (the US; Canada, the EU and some other countries; all other countries) load only by script, and no stored copy of them exists, so we don't know how long before departure to apply, where the certificate is signed, or the fee. Ask your vet or the Veterinary Services' import-export unit (03-9688986) before you plan the dates.
Limited official guidance. The authority for entering the Philippines publishes little for this route. Everything it does say is here, with its wording. This follows the Bureau of Animal Industry's pet page (13 questions and answers, October 2026), its Citizen's Charter, BAI Memorandum Circular 43 of 2020 (which the Charter names as the detailed guideline) and the step-by-step SPSIC guide BAI links. BAI hasn't published what the antibody titer test required from 1 January 2027 involves, or (on its own pages) the fees charged on arrival or how recent the veterinary certificate must be; we show what the Philippine Consulate General in Los Angeles and USDA's certificate for US pets say. Ask BAI (nvqsd@bai.gov.ph) before you travel.

What your pet needs
In the order you do them. Each step says whether Israel (leaving) or the Philippines (entering) asks for it.
Get ready
IdentificationEntering the Philippines
Microchip (the number is part of the SPSIC application)
Your pet's microchip number is part of the import clearance (SPSIC) application, and the microchip must be embedded in the pet's skin.
Details and the official words
“Information of the dog/cat such as vaccination and antiparasitic records, microchip number, actual photo of the dog/cat, and pet passport if applicable.”
“Proof of Microchip Numbers”
“Proof of MICROCHIP NUMBER of the subject dog/s and/or cat/s (must be embedded in the skin of the dog/s and/or cat/s)”
VaccinationEntering the Philippines
Rabies vaccination by a licensed vet, at 12 weeks or older
A licensed vet in your pet's country vaccinates it against rabies when it is at least 12 weeks old (a pet vaccinated younger needs a booster before you apply for the SPSIC). After a first vaccination you wait 14 days before applying for the SPSIC; BAI accepts a vaccine with 3-year validity.
Details and the official words
“The rabies vaccination should be administered by a licensed veterinarian of the source country.”
“The dog or cat should be at least 12 weeks of age at the time of rabies vaccination; or the dog or cat vaccinated against rabies earlier than 12 weeks of age shall be given a booster shot with owner’s consent before applying for SPSIC.”
PermitEntering the Philippines
SPS Import Clearance (SPSIC) from BAI, applied for online
Every dog and cat needs an approved SPSIC from BAI before it leaves for the Philippines. Register and apply online through the DA Trade System (intercommerce.com.ph) as a one-time importer once your pet is at least 4 months old, and at least 14 days after a first rabies vaccination. Upload the vaccination and deworming records, proof of the microchip number, a photo of the pet and the pet passport if it has one (PDF or JPG, each under 5 MB); BAI's Charter also lists an ID with a tax number and an affidavit of undertaking (Annex A for Filipinos, notarized; Annex C for foreigners, a scanned passport is enough). Up to 3 pets can be on one SPSIC. BAI processes it in 11 working days. The SPSIC is valid for 60 days from issue (its 'must ship by' date), for one shipment, and can't be transferred: if your pet hasn't left by that date, apply again.
Details and the official words
The Philippine Consulate General in Los Angeles says (2025) the notarized affidavit and the tax ID are no longer required; BAI's Charter still lists them. Upload them if the application form asks for them.
An SPSIC approved after your pet's departure date is automatically invalid.
“Yes, all dogs and cats need an approved and valid SPSIC issued by BAI before entering the Philippines.”
“The SPSIC can be secured online through DA Trade System”
“The application takes 11 working days to be processed from the date of submission, evaluation, endorsement, and approval.”
“The dog or cat should be at least 4 months of age at the time of the SPSIC application.”
“If the dog or cat will receive its first or initial Rabies vaccination, the importer should wait 14 days after the date of initial vaccination before they can apply for SPS Import clearance to ensure that the dog or cat did not have any adverse reaction from the vaccine.”
“Acquiring SPS Import Permit is a requirement before any dog or cat can enter into the Philippines.”
“Make sure that the animal/s have an approved import permit BEFORE it leaves country of origin. An approved import permit that was issued AFTER the departure date will lead to automatic invalidation of the permit.”
“Take note of the “MUST SHIP BY DATE” on the import permit. That corresponds to the validity of permit. If for some reason the animal/s have not yet left the country of origin by that date, you will need to apply for another import permit.”
“Only PDF or JPG file format.”
“Annex C does not need to be notarized.”
“From its issuance, SPSIC is valid for sixty days for live animals.”
“The approved SPSIC shall be good for one shipment and is not transferrable to other persons.”
“Up to three animals total (dogs or cats, or combination thereof) can be listed on one SPSIC.”
“The Notarized affidavit of the undertaking and BIR TIN ID are no longer required for submission to support your application.”
In the days before you travel
TreatmentEntering the Philippines
Internal and external parasite treatment still valid on arrival
Your pet's internal and external parasite treatment must still be valid when it arrives in the Philippines. BAI says no 'updated' treatment is needed and there's no wait before applying for the SPSIC; how long a treatment stays valid depends on the product, so ask your vet.
The official wording is ambiguous. Confirm this point with the authority.
Details and the official words
BAI's answer starts 'No, your dog/cat does not need an updated parasite treatment' and then says the treatment 'should be valid until the arrival'. We show the treatment so that it is valid on arrival; ask BAI if you're unsure what that means for your pet.
“No, your dog/cat does not need an updated parasite treatment and you do not need to wait to apply for SPSIC.”
“However, the internal and external parasite treatment should be valid until the arrival in the Philippines.”
“The animals were treated for internal and external parasites within 30 days prior to travel.”
PaperworkIsrael and the Philippines
International veterinary certificate (export certificate) from your country's veterinary authority
Once the SPSIC is approved, get an international veterinary certificate (IVC, also called a veterinary health certificate or export certificate) from the veterinary authority of the country your pet leaves from, meeting the requirements printed on the SPSIC. The importer's name and the pets on it must match the SPSIC, and all the pets on one SPSIC go on one certificate. The quarantine officers check it at the airport: without it your pet can be refused entry or confiscated.
The official wording is ambiguous. Confirm this point with the authority.
Details and the official words
BAI doesn't say how recent the certificate must be for pets from other countries; the Philippine Consulate General in Los Angeles says it is issued shortly before shipment. Ask your country's veterinary authority.
Health certificate signed by Israel's Veterinary Services: Before your pet leaves Israel, its international health certificate must be signed by Israel's Veterinary Services. Your private vet fills in and signs the certificate your destination asks for and submits it online in the Veterinary Services' 'Ye'ela' system; a government veterinarian then signs it. Its dates follow the destination's rules for the certificate.
The service page's details by destination and the list of offices that sign pet export certificates didn't load from the stored copy. Ask your vet how far ahead to submit the request and where the certificate is signed.
“Upon printing of the approved SPSIC, make sure that you have secured an International Veterinary Certificate (IVC)/Export Certificate from the Veterinary Authority of the country of origin.”
“This will be checked by the Quarantine Officers at the airport. Failure to present an export certificate/permit will result to refuse entry or confiscation of the animals.”
“The details in the SPSIC should be consistent with the details in the IVC/Export certificate, e.g. owner name and details and pet details.”
“The name of the importer in the SPSIC must also be the name written in the international veterinary certificate/veterinary health certificate (IVC/VHC) issued by veterinary authorities of the exporting country.”
“The details of the dog(s)/cat(s) indicated in one SPSIC must be contained in one IVC/VHC issued by the veterinary authorities of the exporting countries.”
“All health certificates for pet dogs and cats to the Philippines must be issued by a USDA accredited veterinarian, and then endorsed by USDA-APHIS prior to travel.”
“This certificate is valid for ten (10) days from the date of issuance to the time of departure.”
“That the animals should be accompanied by a health certificate written in English or have a certified English translation, issued shortly before shipment by the proper veterinary authority of the country of origin.”
“שירות זה מספק מידע לאזרחים ולווטרינרים על הנפקת תעודות בריאות בינלאומיות שיש להחתים לפני שמוציאים חיות מחמד לחו"ל.”
“הגשת בקשה מקוונת לווטרינרים במערכת "יעלה" - יצוא חיות מחמד”
“יום החתימה הקובע הוא יום החתימה על ידי הרופא הווטרינר הפרטי”
Travel day and arrival
On arrivalEntering the Philippines
Clearance by the veterinary quarantine officer on arrival
On arrival, present printed copies of the approved SPSIC, the veterinary certificate and the airway bill to BAI's veterinary quarantine officer at the airport, and pay the fees there. If the documents are complete and the pet passes the inspection, it can be released the same day. Someone collecting the pet for you needs a copy of your government-issued ID, their own, and a notarized special power of attorney or authorization letter. The Philippine Consulate General in Los Angeles lists the fees as an SPS import clearance fee of ₱100, an inspection fee of ₱250 for the first two animals (₱300 for each animal beyond two) and an SPS lodgement fee of ₱55.
Details and the official words
“Upon arrival of the subject dog/s and/or cat/s at any international port of entry, the importer shall present to the Veterinary Quarantine Officer (VQO) the following documents:”
“PRINTED COPIES of the approved SPSIC, IVC/VHC and Airway Bill, for validation purposes.”
“Valid government-issued ID of the importer (photocopy);”
“A duly-notarized Special Power of Attorney (SPA) and/or notarized Authorization Letter from the importer (if importer is an individual) or Secretary's Certificate, if importer is a juridical entity.”
“The payment for the import permit can be done upon arrival at the Veterinary Quarantine office in the airport. Provided you have all the required documents and pass the inspection, the animal/s can be released the same day.”
“SPS Import Clearance Fee – P100.00”
“Inspection Fee – First two heads P250.00 (In excess of 2 heads P300.00/head)”
“SPS Lodgement Fee – P55.00”
Good to know
- An importer may bring at most 3 animals a year, or the same 3 animals (identified by their microchip numbers) more than once a year.
- From 1 January 2027 every SPSIC application must meet antibody titer (rabies blood test) requirements. BAI hasn't published what they are (laboratory, minimum result, waiting time). If you will apply on or after 1 January 2027, ask BAI now: blood tests can take weeks or months to plan.
- A dog or cat that is pregnant when you apply for the SPSIC is not allowed, and one that has given birth must have done so at least 12 weeks before travel.
- After an annual booster BAI's current page applies no waiting period if the booster was given 'within 7 days of the validity of the vaccine'; otherwise the 14-day wait applies. The wording is unclear (before or after the old vaccination expired?), and BAI's step-by-step guide (2021) says the last vaccination should be at least 14 days before travel. If your pet's last shot will be less than 14 days before the flight, ask BAI.
- BAI's current page says rabies is the only vaccination the Philippines requires, but the Philippine Consulate General in Los Angeles (2025) still lists distemper, hepatitis, leptospirosis and parvovirus for dogs and feline panleukopenia for cats, given at least 14 days before travel. The approved SPSIC states the health requirements for your pet: read it, and give the other vaccinations too if it lists them.
- BAI may waive the rabies vaccination for pets from countries with an official self-declaration of freedom from rabies, or where rabies has never been reported, in their official report to the World Organisation for Animal Health (WOAH). We don't hold that list, so the plan always shows the vaccination: ask BAI if this applies to your pet's country.
- BAI accepts a rabies vaccine with 3-year validity from the pet's home country. Once the pet has spent a total of 1 year in the Philippines it needs a booster from a licensed vet there, then the local annual (12-month) vaccination for as long as it stays.
- Give your final address in the Philippines as the quarantine site in the SPSIC application, even if it isn't near the airport you arrive at: the veterinary quarantine station at the airport then issues a local shipping permit, good for 7 days, for the onward domestic trip.
- Until further notice, the Veterinary Services offer no pet-export service at Ashdod port: signed health certificates can't be sent to or collected at Ashdod through the Ye'ela system, and certificates aren't signed by hand there.
- If your destination needs a rabies blood test, an Israeli vet takes the sample, fills in the Veterinary Institute's online form (with the exact sampling date and the microchip number), pays in the ministry's online shop and delivers the printed form and the sample to the Veterinary Institute's reception. The result is emailed to the vet and to you; the cost depends on the number of tests.
- Planning to come back to Israel soon? If no more than 30 days have passed since your private vet signed the export health certificate, Israel accepts that certificate, signed by an Israeli government vet, for the return trip instead of a certificate from the country you're coming from (for a dog, also bring its valid dog licence).
