Pet travel route
Dog or cat from New Zealand to Indonesia: the rules
Possible. There is no official waiting period for a dog, but you still need: rabies vaccination with a killed vaccine, recorded in the vaccination book, rabies antibody test: at least 0.5 IU/ml and import permit from the Ministry of Agriculture (ask whether you need one) and 2 more.
Rules checked up to 13 October 2026From 12 official pages
In short
- Dogs and cats differ on this route: choose Dog or Cat to see just yours.
- On this route: rabies blood test needed, import permit needed and tell the authority in advance.
- No quarantine on this route for a pet that meets the rules.
Limited official guidance. The authority for leaving New Zealand publishes little for this route. Everything it does say is here, with its wording. MPI's own pages and its export requirements for each destination answer automated requests with a bot check, so these steps come from New Zealand Customs' page on moving pets overseas. It says what is needed in general: the exact contents of the export certificate depend on the destination, so ask MPI or a registered pet exporter before you book.
Limited official guidance. The authority for entering Indonesia publishes little for this route. Everything it does say is here, with its wording. Indonesia's Quarantine Agency (Barantin) publishes the steps (prior notice, health certificate, vaccination book, antibody test, checks on arrival) but no dates or levels. The numbers here come from the health certificates Indonesia has agreed with other governments: the US certificate of March 2025, Australia's requirements from an Indonesian permit of January 2022 and the UK certificate. They all say the same: at least 3 months old, 6 months in the country of origin, a killed rabies vaccine, an antibody result of at least 0.5 IU/ml and a vet examination within 5 days before departure. Whether you also need an import permit from the Ministry of Agriculture is not clear: ask the quarantine office (Karantina) at your port of entry before you travel. Bali has its own rules: pet dogs and cats can't be brought there.

Residence ruleEntering Indonesia
Lived in the country of origin for at least 6 months
Your pet must have lived in the country it leaves from for at least 6 months before export. The UK's guidance also accepts a pet that has lived there since birth; the US and Australian certificates don't mention that exception.
Details and the official words
“The animals have resided in the United States for a period of not less than 6 (six) months preceding export.”
“The animal/s have been in country of origin for a period of not less than 6 (six) months preceding export.”
“The veterinary authorities in Indonesia require animals to have been resident in United Kingdom for at least six months prior to export, or since birth.”
Age ruleEntering Indonesia
At least 3 months old
Your pet must be at least 3 months old. From the UK, the UK government's guidance says 4 months (its certificate says 3), so plan for 4.
Details and the official words
“The animals listed in box 21 are at least 3 months old and have been vaccinated for rabies, as detailed below, using a killed vaccine.”
“The animal/s at least must be 3 (three) months old and has been vaccinated against rabies using killed-rabies vaccine.”
“Pets must be at least 4 months old to be allowed into Indonesia.”
VaccinationEntering Indonesia
Rabies vaccination with a killed vaccine, recorded in the vaccination book
Your pet must be vaccinated against rabies with a killed (inactivated) vaccine, and you bring its vaccination book. The certificates give no waiting time, except the UK one: at least 1 month before export.
Details and the official words
“Dilengkapi buku vaksin dan hasil uji titer protektif antibodi rabies”
“The animals listed in box 21 are at least 3 months old and have been vaccinated for rabies, as detailed below, using a killed vaccine.”
“being not less than 1 month prior to export the said animal(s)* was/were* vaccinated against rabies using killed rabies vaccine;”
Blood testEntering Indonesia
Rabies antibody test: at least 0.5 IU/ml
Bring the result of a rabies antibody (titer) test showing at least 0.5 IU/ml, taken after the rabies vaccination. The US certificate names the FAVN test. No certificate says how long before travel the blood must be taken; the UK's guidance suggests at least 30 days after the vaccination so the test is more likely to pass.
Details and the official words
“Dilengkapi buku vaksin dan hasil uji titer protektif antibodi rabies”
“The animals were subjected to a neutralizing antibody titration test with a result of 0.5IU/ml or greater, as detailed below.”
“The animal/s have been vaccinated with Rabies vaccine and has Rabies antibody titre greater than or equal to 0.5 IU/ml.”
“It is recommended that the blood sample is taken at least 30 days after the pet is vaccinated against rabies”
In the days before you travel
PermitEntering Indonesia
Import permit from the Ministry of Agriculture (ask whether you need one)
Australia's and the UK's guidance say a dog or cat can only be imported into Indonesia with an import permit from the Ministry of Agriculture (Directorate General of Livestock and Animal Health; Australia gives the email layanan-ip@pertanian.go.id), valid for one month from issue. Barantin's 2026 guide and the 2025 US certificate don't mention a permit: ask the quarantine office before you travel.
The official wording is ambiguous. Confirm this point with the authority.
Details and the official words
Barantin's regulation 14/2024 asks importers for the other documents required by the regulations in force, without listing them.
The UK guidance (written for its 2011 certificate) gives an old ministry address and says the application must be made at least one week before import.
“An import permit and health certificate are required.”
“The permit is only valid for one month from the date of issue.”
“No dog or cat may be imported into Indonesia except in accordance with the terms of an import permit.”
“Setiap Orang yang memasukkan Media Pembawa HPHK menyerahkan dokumen lain yang dipersyaratkan sesuai dengan ketentuan peraturan perundang-undangan.”

Official health certificate, after a vet examination within 5 days before departure
A vet examines your pet within 5 days before departure and finds it healthy and free of signs of rabies and other contagious diseases, and the government veterinary authority of the country your pet comes from issues the health certificate (in the US, endorsed by USDA). From the UK, the certificate is valid for 7 days.
Details and the official words
Export certificate signed by an MPI Official Veterinarian: The destination's export certificate is completed, signed off by an official veterinarian and travels with your pet. If you don't use a registered pet exporter, an MPI Official Veterinarian signs the export certificate before your pet leaves.
“Pengirim/ pemilik memastikan kelengkapan persyaratan karantina dari negara asal yaitu Sertifikat Kesehatan yang diterbitkan oleh Pejabat berwenang di negara asal”
“melengkapi sertifikat kesehatan dari negara asal bagi Hewan dan/atau Produk Hewan;”
“NOTE: The Date of Inspection (Box 14) must be within 5 days of departure.”
“The animal in 5 (five) days before departure must be examined by a veterinarian and found to be healthy and free from any clinical sign of rabies and infectious or contagious diseases of dog/cat, at the time of examination and certification.”
“This certificate is valid for 7 days.”
“Certificates are forms that need to be completed, signed off by an official veterinarian, and travel with your pet.”
“If you are not using a pet exporter, you will need an MPI Official Veterinarian to sign the export certificate and AWEC prior to export.”
NoticeEntering Indonesia
Register with SSMQC and send Barantin's prior notice before you leave
Register in Barantin's SSMQC system, then fill in and send the prior notice at notice.karantinaindonesia.go.id. The prior notice is sent from the country of origin through Barantin's system before your pet leaves.
Details and the official words
Barantin's regulation 14/2024 (Article 2) also asks for the plan to bring in a live animal to be sent online 'paling lama 2 (dua) hari sebelum Pemasukan' (2 days before entry). We read this as at least 2 days before arrival, but we haven't added it as a deadline: send the notice early.
“Pengirim/ pemilik melakukan registrasi melalui SSMQC”
“wajib dilakukan sebelum keberangkatan dari negara asal”
“Pemberitahuan awal (prior notice) sebagaimana dimaksud pada ayat (1), harus disampaikan oleh pengirim di negara asal melalui sistem informasi Karantina.”
“disampaikan paling lambat sebelum keberangkatan Media Pembawa HPHK dari negara asal.”

Report to quarantine on arrival
Arrive through a designated entry point. There, report your pet and hand it over with its documents to the quarantine officers. If it is healthy and free of quarantine diseases, a quarantine vet releases it with a release certificate (Sertifikat Pelepasan Karantina). The examination costs 20,000 rupiah per dog or cat and the certificate 5,000 rupiah.

Animal Welfare Export Certificate (AWEC), if needed
Pets leaving New Zealand may also need an Animal Welfare Export Certificate from MPI, which ensures animals travel and arrive in good health. Without a pet exporter, an MPI Official Veterinarian signs it before export.
The official wording is ambiguous. Confirm this point with the authority.
Details and the official words
The Customs page doesn't say which trips need an AWEC. Ask MPI or a registered pet exporter for your destination.
Cats and dogs exported to Australia are exempt (New Zealand Gazette notice No. 1195, 2001), so this step isn't shown for Australia.

“AWECs ensure that animals travel and arrive in good health.”
“Cats and dogs exported to Australia.”
Good to know
- Your pet can't come from a country that currently has a rabies outbreak, and the health certificate states that rabies hasn't been reported where your pet has lived for the last 6 months. Barantin doesn't publish a list, so ask the quarantine office if rabies is present where your pet lives.
- If your pet changes planes in another country, Barantin's regulation also asks for a health certificate from the transit country. Ask your airline and the quarantine office whether an airside connection counts.
- The UK government's guidance for exporters says animals can't be brought into Madura, Bali, East and West Nusa Tenggara, the Moluccas, Papua (Irian Jaya), West Kalimantan or the islands belonging to Sumatra. Barantin doesn't publish such a list: ask the quarantine office if your pet's final destination is outside Java.
- Barantin can keep your pet in isolation for observation if its risk analysis calls for it or if the examination finds signs of a quarantine disease. The quarantine period lasts from the hand-over until the checks are finished; Barantin gives no fixed length.
- Guide, assistance and emotional support animals (at most 2) can travel as the owner's baggage under Barantin's 2024 baggage rules, with a letter from a mental health professional in the home country, at least 6 months of health history, rabies and distemper vaccination, a microchip or ID book, a pet passport and a rabies antibody test. Their owners fill in the All Indonesia arrival form.
- Every pet leaving New Zealand must meet the destination country's requirements. MPI has agreed export requirements and certificates with most countries; the requirements set what the export certificate must say.
- Customs advises contacting a registered pet exporter to organise the export. Some airlines only take animal bookings through a pet exporter, not from the public.

Not on the routes we have verified: the official rules list no quarantine for a pet that meets the requirements.
How early should I start preparing my pet for New Zealand to Indonesia?
There is no official waiting period for a dog, but you still need: rabies vaccination with a killed vaccine, recorded in the vaccination book, rabies antibody test: at least 0.5 IU/ml and import permit from the Ministry of Agriculture (ask whether you need one) and 2 more.
