Exit guide
Taking a dog or cat out of Estonia
The steps the authorities in Estonia require before your pet leaves, mostly the health certificate and who has to sign or endorse it. The destination adds its own requirements on top: pick it below, or make a dated plan.
Limited official guidance. Agriculture and Food Board publishes little for this route. Everything it does say is here, with its wording. PTA's page gives no deadline or fee for the certificate: the destination's own requirements decide, and PTA's county veterinary local office issues it.
The steps
Official stamp
Veterinary certificate applied for through PTA's customer portal
Applies when: you do not travel to any EU country, Norway, Switzerland, Iceland, Liechtenstein, Andorra, Monaco, San Marino or Vatican City
Most non-EU countries require a veterinary certificate on entry. Apply for it through PTA's customer portal, at the county veterinary local office: log in, choose 'Väljaveosertifikaadid' and complete the 'Lemmikloomade mittekaubandusliku väljaveo sertifikaadi taotlus' (application for a non-commercial export certificate for pets). If you cannot apply through the portal, fill in a paper application and send it to the e-mail address of the regional office.
Details and the official words
PTA's page gives no deadline for how recent the certificate must be, or how early to apply: the destination's own requirements decide.
“Most of the non-EU countries require a veterinary certificate upon entry, which can be applied for via Customer Portal in the county veterinary local office”
“If you cannot apply for a certificate via Customer Portal please fill in an application on paper and submit it to the country representation e-mail address.”
Good to know
- When you take a pet into a non-EU country, the requirements of that country must be followed. When: You do not travel to any EU country, Norway, Switzerland, Iceland, Liechtenstein, Andorra, Monaco, San Marino or Vatican City
- When you return to Estonia from a non-EU country, always check whether additional requirements apply to your pet. PTA's page has a chapter on travelling to Estonia from non-EU countries. When: You do not travel to any EU country, Norway, Switzerland, Iceland, Liechtenstein, Andorra, Monaco, San Marino or Vatican City
- Planning to bring your pet back to the EU? After a short stay in a non-EU country you can skip the 3-month wait after the rabies blood test, but only if, before you leave the EU, your pet was vaccinated against rabies, passed a successful titer test, and your vet recorded both in its EU pet passport. So do the blood test before you go.When: You do not travel to any EU country, Norway, Switzerland, Iceland, Liechtenstein, Andorra, Monaco, San Marino or Vatican City
