Exit guide

Taking a dog or cat out of Norway

Exit rules verifiedLimited official guidanceChecked 2026-10-10Authority: Norwegian Food Safety Authority

The steps the authorities in Norway require before your pet leaves, mostly the health certificate and who has to sign or endorse it. The destination adds its own requirements on top: pick it below, or make a dated plan.

Limited official guidance. Norwegian Food Safety Authority publishes little for this route. Everything it does say is here, with its wording. Mattilsynet publishes no procedure of its own for a private owner taking a pet out of Norway. Its page only points you to the destination's guides and veterinary authorities. Ask the destination what it needs, your vet about the passport and vaccinations, and Mattilsynet about any official endorsement the destination asks for.

The steps

    Good to know

    • For a trip from Norway to Sweden or Denmark, Mattilsynet points to those countries' own guides: Jordbruksverket's travel guide for dogs and cats (Sweden) and the Danish Veterinary and Food Administration's page on travelling with pets (Denmark). When: You travel to Sweden or Denmark
    • To find the rules for taking a pet to another country, use the destination's guides or contact its veterinary authorities. For other countries Mattilsynet recommends contacting the country's embassy, which can point you on to the veterinary authorities. When: You do not travel to any EU country, Norway, Switzerland, Iceland, Liechtenstein, Andorra, Monaco, San Marino or Vatican City
    • Planning to bring your pet back? A pet returning to Norway can use its EEA pet passport instead of a health certificate only if it had its rabies vaccination, and the titer test where one is needed, before it left the EEA. Do them before you go.When: You do not travel to any EU country, Norway, Switzerland, Iceland, Liechtenstein, Andorra, Monaco, San Marino or Vatican City
