Taking a dog or cat out of Serbia: official requirements

What Serbia asks before a dog or cat leaves: the steps and their timing, every destination with how long it takes, and coming back.

In short

Limited official guidance. Uprava za veterinu publishes little for this route. Everything it does say is here, with its wording. Serbia's Veterinary Directorate publishes its request form for an export certificate for live animals, with notes for pets, and answers on travelling to the EU. It doesn't say how long before departure to apply. Send the request early: the form gives the inspection up to 30 days to decide.

Leaving Serbia

The steps

What the authorities in Serbia ask before your pet leaves, mostly the health certificate and who has to sign or endorse it.

  1. Vet exam

Health confirmation from your vet, no more than 48 hours old

A veterinary station or practice confirms your pet's health (уверење о здравственом стању). For a pet, this confirmation must be no more than 48 hours old when the veterinary inspection issues the export certificate.

    Details and the official words
  2. Check

    Pet passport (original)

Bring your dog's or cat's original pet passport, issued by a veterinary station, with the request. The microchip and a valid rabies vaccination remain required for travel to the EU.

    Details and the official words
  3. Blood test

Antibody test at the Pasteur Institute, Novi Sad

If your destination asks for a rabies antibody test, Serbia's export form asks for the FAVN test report from the Pasteur Institute in Novi Sad.

    Details and the official words
  4. Official stamp

Export certificate from a Serbian veterinary inspector

Send the request for an export certificate for live animals to the Veterinary Directorate's veterinary inspection (also by email to vetinspekcija@minpolj.gov.rs) with the vet's health confirmation, the pet passport, the antibody test report and the import permit if your destination asks for them, and proof that you paid the two administrative taxes (420 + 9,160 = 9,580 dinars, one payment possible). As a pet owner you don't need an approved export establishment or a disinfection certificate for the vehicle. A Serbian veterinary inspector issues the certificate.

    Details and the official words

The form gives the inspection up to 30 days from the request to decide, and treats a request as incomplete if missing documents aren't sent within 8 days. It doesn't say how long before departure to apply: ask the veterinary inspection, and allow for the 48-hour limit on the vet's health confirmation.

    “vetinspekcija@minpolj.gov.rs”

“Рок за решавање поднетог захтева 30 дана од покретања поступка”

    “420,00 РСД”

“Такса се плаћа заједно и за захтев и за издавање сертификата”

For a dog; choose Cat above for cats. Grouped by the time for a pet with nothing done yet. “Already vaccinated”: microchipped, with a rabies vaccination still valid. Only the official waiting periods are counted: “No official wait” still means vet visits and paperwork, and appointment times come on top. Hover over a time to see the rule that sets it.

Notes

Good to know

  • Since 19 June 2026 a dog, cat or ferret travelling from Serbia to any EU country no longer needs a rabies antibody test. It still needs a microchip, a valid rabies vaccination and a veterinary certificate issued by a Serbian veterinary inspector. Airlines may have their own conditions (carrier, weight, booking).Applies when: you travel to any EU country

How this page is made

The explanations are ours, in plain English. Every rule, number and quote about a country comes from a rule file we have checked word for word against the government’s own page, and it changes when that page changes. Rules are summarised, not legal advice: confirm with the authority and your vet before you travel. How we verify · Report a mistake
