Pet travel route
Taking a dog or cat from Latvia → Hong Kong SAR China
What the official rules ask for on this route, for a family pet travelling with its owner. Enter your travel date and your pet’s details to turn it into a dated checklist.
Limited official guidance. The authority for leaving Latvia publishes little for this route. Everything it does say is here, with its wording. PVD's leaflet says only that the destination's requirements apply and that you should ask its authority or embassy. It does not describe the certificate, a deadline or a fee, and PVD's web page about leaving Latvia could not be read (it redirects to the home page). Ask your PVD territorial unit.

Good to know
- Pets must arrive in Hong Kong as manifested cargo — not in the cabin or as excess baggage — by the fastest, most direct route.
- AFCD: don't make final travel arrangements until your Special Permit has been granted.
- Banned in Hong Kong: Pit Bull Terrier (American Staffordshire Terrier), Japanese Tosa, Dogo Argentino, Fila Brasileiro and their crosses (Staffordshire Bull Terriers need a statutory declaration). Bengal cats need proof of 5th generation or later.
- When you travel outside the EU with your pet, the requirements set by the competent authority of the third country must be met. The person accompanying the pet must clarify the import requirements in good time with that authority or its embassy.
- PVD says that if you travel to a third country with your pet and expect to return with the same animal, only the passport must be presented when you return to the EU. The leaflet lists the other conditions for entering the EU separately (identification, rabies vaccination and, for countries not on the EU list, the rabies antibody test).
- Planning to bring your pet back to the EU? After a short stay in a non-EU country you can skip the 3-month wait after the rabies blood test, but only if, before you leave the EU, your pet was vaccinated against rabies, passed a successful titer test, and your vet recorded both in its EU pet passport. So do the blood test before you go.
