The steps the authorities in Latvia require before your pet leaves, mostly the health certificate and who has to sign or endorse it. The destination adds its own requirements on top: pick it below, or make a dated plan.

Limited official guidance. Food and Veterinary Service publishes little for this route. Everything it does say is here, with its wording. PVD's leaflet says only that the destination's requirements apply and that you should ask its authority or embassy. It does not describe the certificate, a deadline or a fee, and PVD's web page about leaving Latvia could not be read (it redirects to the home page). Ask your PVD territorial unit.

    • When you travel outside the EU with your pet, the requirements set by the competent authority of the third country must be met. The person accompanying the pet must clarify the import requirements in good time with that authority or its embassy.When: You do not travel to any EU country, Norway, Switzerland, Iceland, Liechtenstein, Andorra, Monaco, San Marino or Vatican City
    • PVD says that if you travel to a third country with your pet and expect to return with the same animal, only the passport must be presented when you return to the EU.     • Planning to bring your pet back to the EU? After a short stay in a non-EU country you can skip the 3-month wait after the rabies blood test, but only if, before you leave the EU, your pet was vaccinated against rabies, passed a successful titer test, and your vet recorded both in its EU pet passport.
